After analyzing various sources of data, it is observed that residential care is the measure most chosen by those people immersed in the Dependency Law process, despite the fact that this entails the institutionalization of said people. In contrast to this institutionalization, we find that Personal Assistance has a fundamental role in promoting personal autonomy, community life and putting into practice the right to independent living. The 2030 Agenda establishes a Strategic Framework to carry out a progressive and complete deinstitutionalization of dependent people and/or people with functional diversity, assuming that the primary support system is through Personal Assistance.
