UNA APROXIMACIÓN A LA FINANACIACIÓN DE LAS COMUNIDADES AUTÓNOMAS

Abstract

[ES] El presente TFG tiene por objeto analizar jurídica y constitucionalmente la financiación de las CC. AA de Régimen Común. Se ha considerado necesario conocer el alcance del poder financiero y tributario que tienen las CC. AA, y a su vez, la naturaleza de los recursos que disponen las CC. AA para hacer frente a los gastos que suponen las competencias que le han sido asignadas. Mi análisis ha sido desarrollado tomando como punto de partida los artículos 2 y 133 de la CE (es decir, el principio de unidad y la potestad originaria para el establecimiento de tributos) tomando como centro principal la extendida definición del poder financiero autonómico. El resto de mi trabajo ha sido principalmente el análisis de los diferentes recursos de financiación autonómica vigentes, además de señalar los principales mecanismos extraordinarios de liquidez autonómicos y de hacer referencia al informe del Comité Técnico Permanente de Evaluación.

[EN] This Final Degree Project aims to analyze legally and constitutionally the AA. CC financing of Common Regime. It has been deemed necessary to know the scope of the financial and tax power of the AA. CC, and in turn, the nature of the AA. CC resources available to meet the costs of the powers assigned to it. My analysis has been developed on the basis of Articles 2 and 133 of the SC (that is, the principle of unity and the original power to impose taxes) taking as its main center the widespread definition of autonomous financial power. The remainder of my project has been mainly the analysis of the different resources of autonomous regional financing, in addition to pointing out the main extraordinary mechanisms of autonomous liquid and referring to the report of the Standing Technical Evaluation Committee.
