UNA APROXIMACIÓN A LA FINANACIACIÓN DE LAS COMUNIDADES AUTÓNOMAS

Abstract

[ES] El presente TFG tiene por objeto analizar jurídica y constitucionalmente la financiación de las CC. AA de Régimen Común. Se ha considerado necesario conocer el alcance del poder financiero y tributario que tienen las CC. AA, y a su vez, la naturaleza de los recursos que disponen las CC. AA para hacer frente a los gastos que suponen las competencias que le han sido asignadas. Mi análisis ha sido desarrollado tomando como punto de partida los artículos 2 y 133 de la CE (es decir, el principio de unidad y la potestad originaria para el establecimiento de tributos) tomando como centro principal la extendida definición del poder financiero autonómico. El resto de mi trabajo ha sido principalmente el análisis de los diferentes recursos de financiación autonómica vigentes, además de señalar los principales mecanismos extraordinarios de liquidez autonómicos y de hacer referencia al informe del Comité Técnico Permanente de Evaluación.[EN] This Final Degree Project aims to analyze legally and constitutionally the AA.
