Resumen
[ES] The two words 'information' and 'communication' are often used
interchangeably, but they signify quite different things.
Information is giving out; communication is getting through.’’
Con esta afirmación, Sydney J. Harris describe la importancia de
las telecomunicaciones dentro de la sociedad tan volátil en la que
vivimos. Sin embargo, el Periodista separa ambos términos como
si no estuvieran interrelacionados: el término 'telecomunicaciones'
deriva del prefijo griego '' tele '', que significa lejos, y el verbo
latino ''comunicar ''. En este sentido, el concepto jurídico de este
término proviene del Convenio de 1992 de la Unión Internacional
de Telecomunicaciones: toda transmisión, emisión o recepción de
cualquier tipo de información, independientemente de su
naturaleza, en la medida en que sea distante, y de cualquier modo
de transferencia por sistemas electromagnéticos.
En la tesis se discute sobre el régimen legal de la Corporación
RTVE, de acuerdo con la característica de servicio público por la
cual se rige, y, más específicamente, su Consejo de
Administración.
