El Gobierno en funciones en España: Limitaciones y Control Parlamentario

Abstract

[ES] En España ha habido varios periodos de gobierno en funciones por diversas causas. La posición Constitucional del Gobierno en funciones hace que se nos planteen dificultades a la hora de realizar una investigación dado que la legislación es muy escasa. Durante los más de 300 días que estuvo nuestro país sin investir un candidato a la Presidencia del Gobierno, la actividad de las Cortes no quedó hibernada. En este trabajo trataremos de conocer al Gobierno en funciones, las limitaciones en sus atribuciones y el control parlamentario del mismo. A través del mencionado control, el Ejecutivo debe dar las explicaciones pertinentes a las Cortes Generales.

[EN] In Spain, there have been several periods with an acting government, due to different reasons. The constitutional position of the acting government makes us face difficulties when carrying out an investigation since the legislation is very scarce. For a period of over three hundred days, when our country did not invest a candidate for the presidency of the government, the activity of the Parliament was not hibernated. In this end of degree dissertation, it will be tried to get to know the acting government, the limitations of attributions and the parliamentary control. Through the mentioned control, the Executive power must give the relevant explanations to the Parliament.
