La Política Agraria Común y la Condicionalidad

Abstract

[ES] Hace ya más de medio siglo desde que nació la PAC. Surge por la necesidad de garantizar el alimento a una población europea muy afectada por la Segunda Guerra Mundial. En el Tratado de Roma se propusieron sus líneas generales, que se desarrollaron en la Conferencia de Stresa, que se basaban en la unidad de mercado, la preferencia comunitaria y la solidaridad financiera. Ha sufrido diferentes reformas hasta que en la de 2003 apareció el término de condicionalidad, que será el tema principal de este trabajo. Mediante la condicionalidad, los agricultores y ganaderos pueden ser beneficiarios de las ayudas de la PAC si cumplen una serie de requisitos enfocados a unas buenas prácticas ambientales, bienestar animal y salubridad en los alimentos. Trataremos la condicionalidad aplicada al cultivo del olivo

[EN] It’s been more than half century since the birth of the CAP (Common Agricultural Policy). It appears from the need to guarantee food to a European population very affected by the World War II. In the Treaty of Rome, its general lines were proposed. Those lines were developed at the Stresa Front, which was based on market unity, Community preference and financial solidarity. The CAP has been reformed many times and in 2003 the term of conditionality appeared which will be the main theme of this work. Through conditionality, farmers and ranchers can benefit from CAP support if they perform a series of requirements focused on good environmental practices, animal welfare and food safety. We will study the conditionality applied to one crop: the olive.
