Resumen
[ES]El presente trabajo tiene como finalidad realizar un acercamiento al lector en un tema importante para la sociedad como es la
conformación de las Políticas educativas. Para lo cual realizamos las definiciones tanto de Políticas Públicas como de Políticas
Educativas. Además al ser España un Estado descentralizado.
analizamos el papel que juegan las Comunidades Autónomas en virtud de las competencias otorgadas por la Constitución Española en materia de educación. Y por último. se intenta poner de manifiesto que, detrás de toda
norma aprobada por los decisores están implícitas unas ideas, independientemente de la situación en la que nos encontremos
(político . social. económica. etc.). Para lo cual realizamos una
comparación entre las dos últimas leyes educativas que coinciden con un cambio principalmente en el escenario político.

[EN]The objective of this study is to bring the reader closer to the issue of Education Policies, a subject which is very important for society. To this end, we give a definition of both public policies and education policies. Additionally , given that Spain is a telecentralised state. we analyse the role of the Autonomous communities and the competences in education which they have been granted by the Spanish Constitution. Finally. we try to show that behind the norms and laws passed by decision makers there are implicit ideas, irrespective of the sítuation (political social, economic, etc.) at a given time. To this end we make a comparison between the latest education laws which coincide with a change in the polítical scene. Key words: Public Policies, Education Policics, Ieas, Competences in Education
