[EN]In this work I'm going to talk about the ancient bureocratic model, on which the Traditional Administration was based. This kind of model was known as the Weberian model, which became obsolet because of the development of the society: it started to appear in the área of Public Management. Among the characteristics of Public Management it is important to mention that the citizen takes part on it. The new model brouhgt the delegation of powers by the central government, something that has given rise to a gap between the other autonomous, regional and provincial bodies. That has happened because this specific bodies outsource services to provided them publicly.
