La evaluación de las políticas públicas de Seguridad y Defensa: la racionalidad en el diseño de las Políticas

Resumen
[ES]El presente trabajo tiene por objeto presentar una introducción del Análisis de las Políticas Públicas. Además pretende expresar la importancia de la evaluación de las mismas, buscando la racionalidad y la rendición de cuentas en las actuaciones del decisor político. Por otro lado, analizaremos las Políticas Públicas de Defensa, concretamente el problema de la adquisición de los PEA's (Programas Especiales de Armamento), en el cual la irracionalidad financiera y el alto coste, nos lleva hacer una reflexión de si estas adquisiciones atendieron a un verdadero propósito público o fueron adquiridos por la influencia de la industria armamentística. Por último, destacamos que las actuaciones realizadas por los anteriores gobiernos han derivado en los actuales problemas financieros del Ministerio de Defensa, de esta manera observamos como por esta mala gestión, el Ministerio posee una deuda de más de 36.000 millones de euros hasta el año 2025. [EN]The objective of this study is to present and introduction to the analysis of public policies. Additionally, it aims to express the importance of their assessment, in search of rationality and accountability in the actions of public decision making. Furthermore, we will analyse Defence Public Policies, specifically the problem with the acquisition of SPAs (Special Armament Programmes), in which the irrational financial situation and the high cost leads us to reflect on whether these acquisitions responded to a real public purpose or wheter they were acquired under the influence of the armement industry. Lastly, we highlight that the actios carried out by previous goverments have led to the current financial problems faced by the Ministry of Defence. We can see that due to bad management, this Ministry has a debt of more than 36.000 million euros up to 2025. KeyWords: Public Policies, analysis of Public Policiees, SPAs, Defence Ministry
