El modelo Autonómico, ¿ es España un Estado plurinacional?

Abstract

[ES] El presente trabajo nace del propósito de conocer los acontecimientos históricos que han ido conformando el Estado Autonómico y cuales han sido las prerrogativas que han dado lugar al actual sistema de organización territorial del Estado. Para, posteriormente, poder analizar las principales particularidades del modelo autonómico y considerar si es necesario evolucionar hacia otro tipo de modelo de organización administrativa del territorio que permita una mayor autogestión de los recursos por parte de las Autonomías. Que lejos de adoptar un modelo centralista y unitario, la estructura del Estado español, ha de conservar la raíz del modelo federal íntimamente relacionada al concepto de Autonomía Pero siempre teniendo muy presentes las particularidades derivadas de las circunstancias y estructuras diferenciativas propias de España como nación. Un modelo que se ha de transformar, mediante las reformas pertinentes, y adecuarse a las necesidades de la sociedad actual que posibiliten confirmarlo como un modelo de organización territorial, funcional y conveniente.

[EN] The present work stems from the purpose of knowing the historical events that have been shaping the Autonomous State and which have been the prerogatives that have given rise to the current system of territorial organization of the State. To, later, be able to analyze the main features of the regional model and consider whether it is necessary to evolve towards another type of administrative organization model of the territory that allows greater self-management of resources by the Autonomies. That far from adopting a centralist and unitary model, the structure of the Spanish State, must keep the root of the federal model closely related to the concept of Autonomy But always keeping in mind the particularities derived from the circumstances and distinctive structures of Spain as a nation. A model that must be transformed, through the relevant reforms, and adapt to the needs of today's society that make it possible to confirm it as a model of territorial, functional and convenient organization.
