LIMITACIÓN PRESUPUESTARIA EN EDUCACIÓN Y SANIDAD TRAS LA REFORMA DEL ARTÍCULO 135 DE LA CONSTITUCIÓN: ¿TRANSFORMACIÓN DEL MODELO DE ESTADO?

Abstract

[ES] El propósito de este trabajo consiste en reflejar como la reforma de la Constitución ha supuesto un cambio en la concepción del Estado social y democrático de derecho, provocando una reducción del gasto de las diferentes Administraciones Públicas. Como la inclusión de la estabilidad presupuestaria ha obligado a un ajuste de su presupuesto y de qué manera se podría decir que esta reducción de la inversión supone un ataque directo a los diferentes derechos sociales como la Educación o a la Salud Pública, reconocidos constitucionalmente.

[EN] The intention of this work reflects like the reform of the Constitution has supposed a change in the conception of the Social and Democratic State, causing a reduction of the expense of the Public administrations. As the inclusion of the budgetary stability has forced to an adjustment of its budget and like this reduction of the investment supposes a direct attack to social rights like education or public health recognized constitutionally
