Due to the economy recession, since 2009, the financia! reform was necessary. The restructuring process and the capitalization of the sector were divided in two phases: the first one, which was directed by the Spanish Government and the Bank of Spain. Both of them coordinated the restructuring of the organizations, specially the saving Banks and a second phase where Brussels was the coordination, for the capitalization and the sanitation of the sector, what finished with the baking rescue and the signature of the Memorandum of Understanding.
