La coyuntura económica como motor de cambio fiscal

Abstract

[ES] Este proyecto tiene como objetivo la incidencia de la crisis económica sufrida por España desde el año 2008 en la evolución, y transformaciones, del Sistema Fiscal Español. Nos hemos centrado en los cambios sufridos por el Impuesto sobre el Valor Añadido (IVA). Comeniamos nuestro proyecto aportando una visión del entorno en el cual las tasas impositivas sobre el consumo fueron incrementadas por el gobierno. No nos encontramos ante un cambio estructural de figuras tributarias, por lo que la crisis económica ha contribuido a la revitalización de las funciones extra fiscales de los tributos. Sin embargo, los ajustes sobre los impuestos no son la única consecuencia de la coyuntura económica, es una prioridad la transformación de las técnicas de aplicación tributarias, las cuales minimicen la claudicación que representa el porcentaje de la economía sumergida en el PIB. Por último, hemos establecido una serie de conclusiones al estudio, aportando una opinión personal al respecto.[EN] This project aims analyze the effects of the economic crisis suffered by Spain since 2008 on the evolution of the Tax System of Spain. We focused on the changes suffered by the Value-Added Tax (VAT). We began our project giving an overview of the environment where the tax rate over consumption was increased by the govemment. We are not dealing with a structural change of tax figures, so that the econom1c cns1s has contributed to the revitalization of the extra-fiscal function of the tax. However, the adjustments about the taxes aren't the only consequence of the econom1c crisis, it's a priority the transformation of the application techniques of the taxes which minimize the claudication that represents the percentage of the informal economy in the GDP. By the end, we have established a list of conclusions to the study, giving as well a personal opinion about the subject.
