Resumen
[ES] Abordamos un estudio exhaustivo sobre las Diputaciones Provinciales y el debate sobre si es necesario mantener estas instituciones o, por el contrario, suprimirlas de la Administración Pública Española. El objeto de este estudio nace en un momento en que se plantea el debate sobre la conveniencia de la supresión las Diputaciones Provinciales en base a argumentos tales como el ahorro que supondría, la inexactitud de sus competencias propias, su opacidad, su falta de legitimidad democrática, etc.,
Hemos analizado las 38 Diputaciones Provinciales de régimen común y sus presupuestos de ingresos y gastos del ejercicio 2015. El estudio se aborda tanto desde el plano de los principios de eficacia y eficiencia, como desde el desarrollo de sus políticas y actividades. En estos tiempos en los que más de uno ve con buenos ojos la supresión de estos entes, he creído conveniente analizar el ahorro que supondría su eliminación, y que alternativas presentan los distintos representantes políticos ante este problema.
[EN] We boarded a comprehensive study of the Provincial Councils and debate on whether to keep these institutions or otherwise remove them from the Spanish Public Administration. The purpose of this study comes at a time when the debate on the desirability of abolishing the Provincial Councils based on arguments such as the savings that would, inaccuracy of its own powers, their opacity arises, its lack of democratic legitimacy, etc., We analysed the 38 Provincial Councils of common rules and budgets of income and expenditure for the year 2015. The study addresses both from the plane of the principles of effectiveness and efficiency, as from the development of their policies and activities. In these times when more than one frowns suppression of these entities, I thought it appropriate to analyse the savings that would disposal, and that alternatives have different political representatives to this problem.
