La inspección turística en Andalucía

Abstract

[ES] El objetivo de este trabajo es conocer la importancia que tiene la Inspección Turística en Andalucía, ya que el turismo es uno de los sectores que mayores repercusiones, en términos de renta y empleo genera en nuestra comunidad. Por un lado, analizaremos tanto las funciones como los objetivos. Comentaremos y describiremos los tipos de documentos utilizados en las actuaciones de inspección. Hablaremos de la potestad sancionadora de la Administración Pública, analizando sus principios reguladores. Conoceremos como se clasifican las infracciones en turismo, el procedimiento sancionador y los tipos de sanciones, hablaremos de la importancia de la acción inspectora y sancionadora a la hora de proteger al usuario turístico. Por otro lado, comentaremos brevemente el Plan de Inspección Programado en materia de Turismo para 2015, sus líneas estratégicas y programas inspectores. Y finalmente analizaremos la problemática de la falta de profesionales del turismo en las funciones inspectoras.

[EN] The aim of this work is to know the importance of the Touristic Inspection in Andalucía, since the tourism is one of the sectors which have more consequences according to incomes and employment in our autonomous region. On the one hand, the purpose and the objectives are going to be analysed. We will comment and describe about the types of documents used in the inspection actions. We will speak about penalty power of the Public Administration, analyzing its regulating principles. Moreover, we will know how tourism infraction, penalty procedure and the kind of penalty are classified; then, we will talk about the importance of the inspector and penalty action when the touristic user should be protected. On the other hand, we will briefly comment the Plan of Programmed Inspection in terms of Tourism to 2015, strategic lines and inspector programs. And finally, we will analyse the lack of professionals in the inspector functions of tourism.
