Resumen
[ES] El modelo territorial es uno de los más complejos problemas a los
que España ha tenido que enfrentarse, tanto en su historia, como
en el proceso constituyente de 1978. Prueba de ello, es que a día
de hoy, es uno de los títulos más imperfectos de nuestra
Constitución Española, y, el cual, está siendo muy cuestionado,
tanto que, siempre hay concepciones políticas diferentes acerca de
cuál debería de ser el modelo territorial que España debe tener.
Nuestro Estado Autonómico tiene como principios generales los
principios de autonomía, solidaridad y unidad, principios, que
lejos de dar funcionamiento y garantías de solvencia y seguridad,
veremos que a lo largo de estos cuarenta años, han presentado
problemas y controversias que han puesto en duda y de serio
manifiesto el problema autonómico del Estado español. También
analizaremos cuáles deberían ser los cambios constitucionales que
se deberían hacer y por qué.
[EN] The territorial model is one of the most complex problems that Spain has had to face, both in its history and in the constituent process of 1978. Proof of this is that today it is one of the most imperfect titles of our Spanish Constitution, and, which, is being very questioned, so much so that, there are always different political conceptions about what should be the territorial model that Spain should have. Our Autonomous State has as general principles the principles of autonomy, solidarity and unity, principles, that far from giving performance and guarantees of solvency and security, we will see that throughout these forty years, they have presented problems and controversies that have questioned and of serious manifesto the autonomic problem of the Spanish State. We will also analyze what should be the constitutional changes that should be made and why.
