TIC´S y empleados públicos. Planes de formación continua: un estudio exploratorio

Resumen
[ES] El propósito de este estudio es conocer y poder determinar un inicio de investigación exhaustiva relativa a la formación del empleado público, así como en que afecta a la implementación TIC en la Administración Pública y la calidad al usuario. En el presente, se han observado los datos del capital humano correspondiente a la mayor administración local de España, la villa
de Madrid, donde se han obtenido datos referentes a las ejecuciones presupuestarias de diferentes ejercicios económicos, incluidos, la evolución de su personal y el porcentaje que se destinan a formación del empleado público y la calidad en la administración electrónica. Como conclusión podemos destacar que el número de empleados públicos ha ido disminuyendo en los últimos años, así como la disminución de la cuantía destinada a la formación de los mismos. En cambio hay que subrayar el aumento de las partidas destinadas a la calidad y administración electrónica en el último ejercicio presupuestario.
[EN] The purpose of this stydy is to know and determine the beginning of extensive research on the training of public employees, as well as in what affects the TIC implementation in the Public Administration and the quality of the user. Currently, it has been observed the data of the human capital corresponding to the biggest Spanish local administration, the city of Madrid, where they have obtained data on budgetary executions of different financial years, including the evolution of his staff and the percentage assigned to the formation of public employees and the quality of the electronic administration. As a conclusion, we should point out that the numbers of public employees has been decreasing in the last few years, as well as the amount assigned to train them. However it must be emphasized the increase of the line items assigned to quality and electronic administration in the last financial year.
