Resumen
Este Trabajo Fin de Grado estudia y analiza la ejecución del nuevo reglamento EUTR (European Union Timber Regulation) emitido por la UE, el cual busca regular la comercialización de madera y derivados, que no cuenten con licencia FLEGT, es decir, garantizar que toda la madera que se utiliza en la Unión europea, ya sea nacional o importada, sea madera legal que cumple con la legislación del país de origen. Los "Planes de Acción FLEGT" y El Reglamento UE nº 995/2010 de obligado cumplimiento, imponen medidas correctivas solo al comprador y omiten la irrepsonsabilidad, pasividad y dejadez de organismos transitario, como algunas aduanas, que en ocasiones dan entrada a maderas calificadas como ilegales, por desconocimiento de la materia y documentación pertinente. Son muchas las partes implicadas en estas relaciones lucrativas comerciales, que en función de las variables del comercio y la situación del país exportador e importador desarrollan malas artes comerciales.
[EN] This final degree projectstudies and analyzes the execution of the new EUTR regulation issued by the EU, which intends to regulate the license, that is, ensure that all the wood used in the EU, whether national or imported, is legal timber that complies with the legislation of the country of origin. The FLEGT action plans and the mandatory EU regulation nº 995/2010, impose corrective measures only on the buyer and omit the customs, that sometimes let in wood classified as illegal, due to lack of knowledge of the subject and pertinent documentation. There are plenty of parts involved in this lucrative business relationships that, depending on trade variables and the situation of the exporting and importing country, sometimes end up developing dishonest commercial means.
