This work analyzes, designs and implements a plugin for the Geographic Information Systems (CGIS) software, open source software (FOSS), which allows to determine a Constrained Delaunay Triangulation from a set of points with known elevation and optionally from a series of break lines that define the terrain and a series of polygons called islands. This type of triangulation is the basis for the definition of existing digital elevation models in other commercial applications such as ArcGIS or AutoCAD usign its plugin TCPMDT. In addition, different tests are carried out and the results are compared with the two commercial software mentioned above.
