LA DIPUTACIÓN PROVINCIAL. ANÁLISIS DE UNA INSTITUCIÓN CUESTIONADA (COMPETENCIAS, FINANCIACIÓN Y DEBATE)

Abstract

[ES] Abordamos un estudio exhaustivo sobre las Diputaciones Provinciales y el debate sobre si es necesario mantener estas instituciones o, por el contrario, suprimirlas de la Administración Pública Española. El objeto de este estudio nace en un momento en que se plantea el debate sobre la conveniencia de la supresión las Diputaciones Provinciales en base a argumentos tales como el ahorro que supondría, la inexactitud de sus competencias propias, su opacidad, su falta de legitimidad democrática, etc., Hemos analizado las 38 Diputaciones Provinciales de régimen común y sus presupuestos de ingresos y gastos del ejercicio 2015. El estudio se aborda tanto desde el plano de los principios de eficacia y eficiencia, como desde el desarrollo de sus políticas y actividades. En estos tiempos en los que más de uno ve con buenos ojos la supresión de estos entes, he creído conveniente analizar el ahorro que supondría su eliminación, y que alternativas presentan los distintos representantes políticos ante este problema.
