Derecho Público y Común EuropeoThe European Union is a key player in current international relations as one of the major economies in the world. Its role in the international scene is conditioned, however, by the fact of being a non-state actor which attempts to exert a soft power influence in order to consolidate and support democracy, the rule of law, human rights and the principles of international law, as stated in the Treaty on European Union. The Lisbon reform of Treaties has provided certain coherence in external action, by coordinating both Common Foreign and Security Policy instruments and those originating from exclusive or shared competences under the High Representive of the Union for Foreign Affairs and Security Policy. Conditionality policies, by which certain economic privileges are gained or retrieved depending on the acceptance of human rights and governance conditions, come under the second group of instruments. This paper attempts to provide an overview on the implementation of human rights policies in Asia by the EU, with a special focus on China, which, due to its significant economic influence, receives a special treatment as far as conditionality policies are concerned.
