La inscripción en el registro civil es un derecho universal y fundamental del cual no todas las personas disfrutan. Las elevadas cifras de nacimientos sin registrar que se presentan a nivel global, concretamente en África Subsahariana, han despertado la preocupación tanto de organismos internacionales como de actores locales, siendo la mejora del registro civil un tema prioritario en todas las agendas. Para el logro de este objetivo, la transformación digital juega un papel muy importante, ya que es la base para garantizar la buena gestión de todo registro civil y, en consecuencia, el derecho a una identidad legal.
El presente trabajo analiza cómo Senegal, cuyo crecimiento demográfico se ha visto incrementado en un 422,1% en los últimos 60 años, ha empezado a dar pasos hacia adelante con el fin de solventar la falta de inscripción de nacimientos, que afecta casi a la mitad de su población. Tomando como caso de estudio la región de Ziguinchor, este trabajo analiza los desafíos a los que se enfrenta el registro civil senegalés y propone mejoras sobre la digitalización de este en términos de conservación, ciberseguridad y privacidad de los datos personales. Asimismo, se pretende que este análisis sirva como base de líneas futuras de trabajo
sobre el registro civil en otras regiones y países africanos que compartan la misma problemática.
Civil registration is a universal and fundamental right that not all people benefit from. The high figures of unregistered births that occur at global scale, specifically in Sub-Saharan Africa, have raised the interest of both international organizations and local actors, being the improvement of the civil registration system a priority issue of all the agendas. To achieve this objective, digital transformation has become a game-changer for guaranteeing the good management of civil registration and, consequently, the realization of the human right to a legal identity. The aim of this work is to analyze how Senegal, with a population growth that has increased by 422.1% in the last 60 years, has begun to take steps towards, in order to solve the lack of birth registration, which affects almost half of its population. The region of Ziguinchor has been taken as a case stud for this work, which analyzes the challenges faced by the civil registration. As a result, improvements over digitization are presented in terms of data preservation, cybersecurity and personal data protection. This study is intended to serve as a foundation for future works about civil registration in other African regions and countries that share the same challenge.
