LOS "DESPLAZADOS" POR CAUSAS DE GUERRA O ECONÓMICAS: LOS REFUGIADOS.

Resumen
[ES] El presente trabajo aborda el problema de los refugiados en tres
capítulos. En el primero se trata de acotar el termino y concepto de
refugiado como grupo vulnerable y diferenciar la figura y normas
jurídicas del reconocimiento de refugiado con las del otorgamiento o
concesión de asilo. El segundo capítulo aborda las características de la
crisis migratoria actual y las últimas oleadas masivas de refugiados
como consecuencia de la guerra en siria que están poniendo en tela de
juicio el ordenamiento jurídico internacional y europeo en materia de
refugiados y la capacidad humanitaria de los Estados. En este contexto,
se ha realizado un análisis y descripción de los marcos normativos de
derecho y protección internación, europeo y nacional con que cuenta el
refugiado así como un breve resumen de las dificultades existentes en
la aplicación de dichas normativas llegando a la conclusión de la fa lta de
efectividad real de las normas en muchas ocasiones. El tercer capitulo
lo dedicamos a reflexionar sobre las posibles soluciones al problema del
refugiado y el derecho de asilo
[EN] Those of us who want a fairer and more humane treatment for the refugees that flee from desperate scenarios should voice our concems publicly; otherwise the cost would be death. If we want to help them, we must change public attitudes, looking at refugees more humanely. This should make us reflect on the compromise each of us as citizens should reach as members of the States in the resolution of the problem. State leaders pass and implement laws, but it is all of us who generate the social fabric and opinion trends that can be decisive in the way we come up with solutions. Intemational and ioint European regulations regarding asylum are moving towards a Common Policy for Asylum in Europe. However, political, social and legal discrepancies across the Member States clash with the interpretation of the rights that we must respect, as evidence of this we find big differences in the aid and solidarity provided to refugees, for instance for every Syrian who arrives in the UK, 27 reach Germany
