LA UNIÓN FISCAL EUROPEA

Abstract

[ES] Este trabajo comienza con un análisis de la situación fiscal actual en la Unión Europea, caracterizada por una armonización de impuestos aún incompleta y por la existencia de unas reglas fiscales que han demostrado ser ineficientes. Numerosos estudios, la experiencia comparada y, recientemente, la crisis financiera, han puesto de manifiesto las deficiencias de este sistema y los problemas que provoca en la unión monetaria. La solución que se presenta es la creación de una unión fiscal, con cinco elementos básicos que serán objeto de estudio. Finalmente, se estudiará la necesidad de establecer definitivamente tal unión fiscal, cuestión en la que la literatura se muestra unánime: para la supervivencia de la unión monetaria se necesita la unión fiscal.

[EN] This paper begins with an analysis of the current fiscal situation in the European Union, characterized by a still incomplete tax harmonization and by the existence of some fiscal rules which have proven inefficient. Many studies, compared experience and, more recently, the financial crisis, have exposed the deficiencies of this system and the problems it causes on the monetary union. The solution presented involves the creation of a fiscal union, with five basic elements which will be subject of study. Lastly, the need of stablishing a definitive fiscal union will be studied, a question on which the literature have a unanimous opinion: for the monetary union to survive, it needs the fiscal union
