Es indiscutible que en los tiempos que corren los derechos sociales son objeto de revisión constante. Los derechos sociales, paradigma básico del Estado de Bienestar, atraviesan una difícil situación incrementando en los contextos de crisis, siendo los poderes públicos encargados de velar por éstos, pues los poderes privados han estado carentes de los medios para atender esta necesidad. Sin energía no hay desarrollo, y las consecuencias de la pobreza energética son evidentes tanto a nivel económico como social.[EN]This Work of End of Degree tries to fit the different references and juridical expositions that have developed on the energetic poverty. It is indisputable that in the times that traverse the social rights they are an object of constant review. The social rights, basic paradigm of the Welfare state, cross a difficult situation increasing in the contexts of crisis, being the public power entrusted to guard over these, since the private power have been lacking in the means to attend to this need.
